Blackwell City Council is composed of a mayor and four council members in Wards designated 1 through 4.  All council positions are elected at-large for two-year terms by qualified voters within the City limits of Blackwell.

Under the provisions of the City Charter, and subject only to the limitations imposed by the Oklahoma constitution, State Law, and City Charter, the City Council enacts local legislation, adopts the annual operating budget, and sets policy.

The Mayor and Council appoint a professional City Manager to carry out the day-to-day operations of City government.

Regular City Council meetings are held on the first and third Monday of each month at Blackwell City Hall.  Meetings start at 7:00 pm.  All City Council meetings are open to the public.
