Emergency Management is responsible for disaster preparedness, public safety communications and safety training for the City of Blackwell.  This office is also responsible for maintaining cooperative relationships with all City departments, City officials; along with state and federal agencies, and the general public. Emergency Management’s main office is located in City Hall at 221 West Blackwell, Blackwell, Oklahoma. Severe weather operations are conducted at the Emergency Operations Center located at 222 North 20^th Street also in Blackwell.

Jim Inmon, Emergency Management Director
Jim Inmon has been the Code Enforcement Officer for the City of Blackwell since 2001; previously he had served more than 30 years in various public safety fields for the City.  Most recently retiring from the Blackwell Fire Department where he was the Assistant Fire Chief.  In addition, Inmon is also the Emergency Management Director and Floodplain Administrator for the City.  His certificates include: Certification as Code Enforcement Officer and ICC Property Maintenance Code. Professional memberships include: Oklahoma Code Enforcement Association, Emergency Managers Association, Oklahoma Floodplain Managers Association and Oklahoma Retired Firefighters Association.  

Denys Mayse, Assistant Emergency Management Director
Denys Mayse has worked in Code Enforcement since September 2007.  She has obtained certification as a Code Enforcement Officer and also received ICC Property Maintenance Certification.  Denys is a state certified Floodplain Manager and Assistant Emergency Manager.  She is a member of the Oklahoma Code Enforcement Association and the Oklahoma Floodplain Managers Association.
