Flexible Hours Program
The utility office is open from 8:00 to 5:00 Monday through Friday, staying open later to better serve our customers. After hours, use the night drop at the back of the building.
Average Monthly Billing
This plan averages your monthly payments and levels out the higher bills that occur during the months of high electrical/water use. Sign up from SEP 1 thru MAR 31.
Never be late paying your bill again. Enjoy the convenience of having your bank account automatically drafted to pay your monthly utility bill.
Credit/Debit cards are accepted on the City of Blackwell website, in the office and by phone. (Mastercard and Visa only).
Applicants on Social Security qualify for exemption from a penalty within two weeks of their due date with a copy of their award letter.
Residential/Commercial Energy Audit
A trained technician will perform a review of your home, rating its energy efficiency and offering helpful advice to lower your energy costs.
Blackwell offers rebates in a cost-sharing program with OMPA for qualifying electric air conditioners and/or heat pumps.
W.I.S.E. loan financing is available through the Bank of Oklahoma, for qualifying energy efficiency improvements.

Medical Alert/Oxygen Required
A statement from your doctor and completed form will put you on the Medical Alert List. We make every effort to reconnect these services first. PLEASE HAVE A BACKUP SOURCE! The program does not keep service on in the event a bill becomes delinquent.
