Our municipal organization, led by City Manager Thomas "Chip" Outhier, consists of 19 separate departments, which includes public safety departments such as police and fire.

CITY COUNCIL

Blackwell City Council is composed of a mayor and four council members in Wards designated 1 through 4. All council positions are elected at-large for three-year terms by qualified voters within the City limits of Blackwell. Regular City Council meetings are held on the first and third Thursday of each month at Blackwell City Hall.

MUNICIPAL COURT

The department is responsible for all citations issued for violations of city ordinances by police, code, and animal control departments, as well as those complaints alleged by private citizens. Municipal court is held on Monday afternoons at 4:00 pm. in the City Hall court room.

FINANCIALS

Annual financial and management reports are prepared to demonstrate fiscal and operational accountability. The Comprehensive Annual Financial Report (CAFR) is completed by the end of the calendar year for the previous fiscal year. The CAFR displays the City's audited financial statements.
