The Utility Department serves the citizens of Blackwell with water, electric and sewer service.

The utility department is responsible for maintaining all utility meter readings and billing customers for the usage of said utilities. The department provides easy bill payment at the cashier window located on the first floor of City Hall and an easy access drop box located in the alley at the back of the building. Customers may also pay with Mastercard and/or Visa at the window or by activating their online utility account. The utility department is responsive and dedicated to meeting customer expectations for quality, safety, reliability and environmental responsibility.

Blackwell Treatment Facilities maintains the City’s water and wastewater facilities. The department provides proper maintenance of water storage facilities and all wastewater issues. The department has the responsibility of environmental compliance, safety, and providing safe, sanitary methods of providing water and disposing of wastewater.

Blackwell Public Power is responsible for maintaining and constructing the City’s electric distribution. The Electric Department controls the traffic signals, street lights, electric metering, electric inspections and power to special events located within the City. The electric department also responds to power outages 24 hours a day, 7 days a week, 365 days a year. Some of the special projects that the department is involved in include Christmas lights, Kay County Fair and Grade School Safety Programs. The department has also been Oklahoma Municipal Power Authority Competitive Utility Program Certified since 2001.
